Environmental and Social Commitment Plan of AICCRA-FSRP Phase 4
The International Development Association (IDA) of the World Bank intends to provide funding for the implementation of Accelerating Innovation and Catalyzing Capacity for Resilience in Africa as Phase 4 of the West Africa Food System Resilience Program (AICCRA-FSRP 4) (P515128).
The Project Development Objective (PDO) is to scale agricultural innovations for increased food system resiliance in Africa. It comprises two integrated, mutually reinforcing technical components and one project management component.
Component 1: Strengthening agricultural information systems and institutional capacity
Component 2: Scaling the use of agricultural innovation
Component 3: Project Management
The AICCRA-FSRP 4 will be implemented in six focus countries: Senegal, Mali, Ghana, Ethiopia, Kenya, and Zambia, with scale-up activities across the Western, Eastern, and Southern Africa regions.
The project is led by the International Centre of Insect Physiology and Ecology (icipe), with implementation support from five regional organizations, including the West and Central African Council for Research and Agricultural Development (CORAF), AGRHYMET from the Permanent Interstate Committee for Drought Control in the Sahel (CILSS), the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), the Centre for Coordination of Agricultural Research and Development for Southern Africa (CCARDESA), and ICPAC, the specialized institution of the Intergovernmental Authority on Development (IGAD).
It will also heavily rely on technical service provision from CGIAR centers, including AfricaRice, the International Institute of Tropical Agriculture (IITA), the International Livestock Research Institute (ILRI), and the Alliance of Bioversity and the International Centre for Tropical Agriculture (CIAT). Implementation will further involve key collaborations with national public institutions, universities, research and development organizations, the private sector, and non-governmental organizations.
As set out in the financing agreement requirements, an Environmental and Social Commitment Plan (ESCP) has been developed for the AICCRA-FSRP 4. The ESCP is a legal document between icipe and the International Development Association (the Association) of the World Bank. It defines mandatory Environmental and Social (E&S) standards, measures, actions, timelines, institutional arrangements, training, monitoring, reporting, and grievance management that icipe and other project implementing partners must adhere to. The ESCP also outlines the E&S documents that must be prepared or updated, consulted, disclosed, and implemented under the Project, consistent with the ESSs, in a form and manner acceptable to the Association. Lastly, the ESCP may be revised from time to time with prior written agreement of the Association and icipe.
As the lead implementing partner, icipe hereby issues this notice to all partners, project staff, collaborators, and other interested parties that the ESCP has been published and is available electronically HERE.
Lastly, we wish to indicate that the ESCP will also be disclosed at the World Bank’s information shop and website.
