The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank towards the Regional Scholarship and Innovation Fund Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will be to Conduct University Innovation Ecosystem Assessment and provide support for strengthening Intellectual Property management practices for Mozambique Higher Education Institutions beneficiaries of the Research and Innovation Grant Projects. The specific objective of the evaluation is to assess the innovation ecosystems of four Mozambique Higher Education Institutions (HEI) which are recipients of ICBP grants under the funds allocated to Rsif to support Research and Innovation Grant Projects and draw recommendations on the institutional improvements to strengthen the overall innovation ecosystem.

The International Centre of Insect Physiology and Ecology now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:
1.    PhD in a relevant field with at least 10 years of experience
2.    Strong research background in science and innovation
3.    Knowledge in management of innovation processes and intellectual property management
4.    Good understanding of the research and innovation environment in Higher Education Institutions
5.    Good understanding of the research and innovation environment in Mozambique and Africa in general
6.    Experience carrying out similar assignments would be mandatory.
7.    Proficiency in English and Portuguese and preferably based within Mozambique
8.    Proposals Should be submitted in English language.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
