INVITATION FOR BID (IFB)
CONSULTANCY SERVICE TO PROVIDE A CORPORATE WHISLEBLOWING SYSTEM TO icipe
1. The International Centre of Insect Physiology and Ecology (icipe), a Pan African research institution, headquartered in Nairobi, Kenya since 1970, works across more than 40 countries. The icipe Vision and Strategy 2026-2030 sets out a commitment to world-class research and innovation across human, animal, plant, and environmental health within a One Health paradigm.
2. icipe seeks to engage a qualified and experienced Consultancy firm to provide a corporate whistleblowing system that enables staff, partners, suppliers and other stakeholders to report suspected fraud, corruption, misconduct and breaches of icipe policies and the Code of Conduct confidentially and, where preferred, anonymously. 3. icipe now invites interested qualified and experienced Consultancy Firms who are able to demonstrate technical capability to undertake the assignment and meet the requirements below.
4. Interested Consultancy Firms MUST have/provide the following:
A: Technical Proposal:
a. A cover letter on the firm’s letter head signed by authorized representative, including contact details and the firm’s physical, postal, e-mail and web address.
b. A short but inclusive company profile which includes an organization chart.
c. Copies of Certificate of statutory registration and Tax registration certificates or equivalent.
d. At least five (5) years’ experience providing a similar service as icipe is seeking (see details in the TOR).
e. Provide at least three (3) references from reputable organisations whom you have provided services of similar nature as sought by icipe. Please provide contact details as they will be contacted.
f. Complete and sign the Disclosure Form.
g. Provide details of any legal action against the firm in the last three years.
h. Attach a copy of the Firm’s valid Data Protection Certificate issued by an accredited authority.
B: Financial proposal: A competitive fees quote (US$) with a clear breakdown of each cost and any chargeable taxes.
5. Completed proposals (both Technical & Financial) must be submitted electronically through e-mail at icipetenders@icipe.org in two separate attachments labelled appropriately. The e-mail subject should be clearly marked: ‘Invitation of Bids – Consultancy firm to provide Whistleblowing service to icipe’. The submission should reach icipe on or before 16th September 2026 at 11:00 hours East Africa Time. Late submissions will be rejected. Any queries should be addressed to: icipetenders@icipe.org and must be received by 7th September 2026 at 17:00hrs.
6. General Information and Notice:
- a. Any information provided by the bidding party will form the basis of any contract that may be entered into between icipe and the bidder.
- b. icipe shall not be liable for or be required to pay any costs, expenses or losses that may be incurred by the bidding party in the preparation of their Bid.
- c. icipe reserves the right to accept or reject any Bid without assigning any reasons thereof.
