Invitation For Bids (IFB) – Consultancy Service To Undertake an Assessment of Long Term Sustainability of the Digital Earth Africa Program at icipe

(1). The International Centre of Insect Physiology and Ecology (icipe), a Pan African research institution, headquartered in Nairobi, Kenya since 1970, works across more than 40 countries. The icipe Vision and Strategy 2026-2030 sets out a commitment to world-class research and innovation across human, animal, plant, and environmental health within a One Health paradigm.

(2). icipe seeks to engage a qualified Consultant to undertake an independent assessment of the long-term sustainability of the Digital Earth Africa (DE Africa) program. The findings and recommendations from this assessment will directly inform the creation of a sustainment strategy designed to support DE Africa’s future operational model and successful transition to enduring locally driven ownership in Africa. (3). icipe now invites interested qualified Consultants who are able to demonstrate technical capability to undertake the assignment and meet the requirements below.

(4). Interested Consultants MUST have/provide the following (Technical Proposal):
a.    A cover letter signed by the applicant, including contact details, postal, and e-mail address (Individuals).
b.    At least an undergraduate degree in a relevant field. Attach CV and copies of certificates (Individuals).
c.    A short but inclusive company profile which includes an organization chart (Firms).
d.    A cover letter on the firm’s letter head signed by authorized representative, including contact details and the firm’s physical, postal, e-mail and web address (Firms).
e.    Copies ofCertificate of statutory registration and Tax registration certificates or equivalent (Firms).
f.    At least five (5) years’ experience providing a similar service as icipe is seeking (see details in the TOR).  
g.    Provide at least three (3) references from reputable organisations whom you have provided services of similar nature as sought by icipe. Please provide contact details as they will be contacted.
h.    Familiarity with international research centres, or multilateral organizations in Africa, and with CGIAR or similar institutional contexts will be an added advantage.
i.    Financial proposal: A competitive fees quote (US$) with a clear breakdown of each cost and any chargeable taxes.

(5). Completed proposals (both Technical & Financial) must be submitted electronically through e-mail at icipetenders@icipe.org in two separate attachments labelled appropriately. The e-mail subject should be clearly marked: ‘Invitation of Bids for the provision of Consultancy service to undertake an assessment of longterm sustainability of the Digital Earth program at icipe’. The submission should reach icipe on or before 10th February 2026 at 11:00 hours East Africa Time. Late submissions will be rejected. (6). General Information and Notice:
a.    Any information provided by the bidding party will form the basis of any contract that may be entered into between icipe and the bidder.
b.    icipe shall not be liable for or be required to pay any costs, expenses or losses that may be incurred by the bidding party in the preparation of their Bid.
c.    icipe reserves the right to accept or reject any Bid without assigning any reasons thereof.
