The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank toward the cost of the Regional Scholarship and Innovation Fund Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) are intended to undertake a feasibility study on the establishment of an endowment fund and to recommend an implementation strategy covering the following:  Key experts will not be evaluated at the shortlisting stage.

  • Analysis of the current status of the fundraising/contributions for the PASET RSIF endowment fund;
  • Completion of a feasibility study for the establishment of the PASET RSIF endowment fund including recommendations regarding design options;
  • Development of an implementation plan for the fund;
  • Design and development of resource mobilization strategies to grow the fund towards achieving the goals of the RSIF program;
  • Determination of the type and qualifications of a Fund Manager and preparation of terms of reference for the Fund Manager, who will be hired by icipe to manage the investments of the endowment fund.

The International Centre of Insect Physiology and Ecology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Evidence of firm’s legal status, e.g. statutory registration documents (registration, PIN and VAT registration Certificates) and postal address, physical location, Tel/E-mail/Website addresses and contact persons.
  • Core business of the firm in providing translation services as demonstrated in the firm’s organisational profile, and number of years in business.
  • Relevant Experience: Examples of at least three (3) references from reputable organisations whom the firm has provided translation services of similar nature as sought by icipe.
  • Technical and managerial capability of the firm.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person and deposited in the icipe Tender Box, on or before 8th March 2019 at 11:00 hrs, East Africa Time. The bids will be opened the same date and time, in the presence of those submitting. The submissions in hard copy should be clearly marked: ‘Expression of Interest – RSIF Endowment Fund Feasibility Study. Electronic submissions will not be permitted. Late submissions will be rejected.
