Assignment Title: Short term consultancy to provide financial management services for RSIF Research and Innovation projects in Mozambique

The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank towards the cost of the Regional Scholarship and Innovation Fund Project and intends to apply part of the proceeds for consulting services.

RSIF is seeking a consultant to offer short-term consultancy to provide financial management services for the RSIF research and innovation projects in Mozambique. The objective of the assignment is to help RSIF grantees in Mozambique comply with financial management provisions and other related obligations stipulated in the project grant agreement. In this regard, the consultant shall provide regular financial management advice, and where necessary, capacity building to RSIF grantees in Mozambique. The International Centre of Insect Physiology and Ecology (icipe) now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:

1. Relevant Bachelor’s Degree in Accounting, Business Administration, Finance, or related Field with at least 5 years progressive experience in financial management, donor reporting, financial audits, and budget monitoring.
2. Professional accounting qualifications (such as ACCA or CPA) or its equivalent.
3. Demonstrated successful experience in review or design or implementation of internal and management controls.
4. Demonstrable understanding of project planning and management cycles, including planning and budget development processes.
5. Fluency in Portuguese and English (Oral and written).
6. The consultant should preferably be based in Mozambique for efficient implementation of tasks outlined above.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

O Centro Internacional de Fisiologia e Ecologia de Insectos (icipe) recebeu financiamento do Banco Mundial para o custo do Projecto do Fundo Regional de Bolsas de Estudo e Inovação e pretende aplicar parte das receitas para serviços de consultoria.

O RSIF procura um consultor para consultoria de curto prazo para prestar serviços de gestão financeira para os projectos de investigação e inovação do RSIF em Moçambique. O objectivo da missão é ajudar os bolseiros do RSIF em Moçambique a cumprir as disposições de gestão financeira e outras obrigações relacionadas estipuladas no acordo de subvenção do projecto. A este respeito, o consultor prestará consultoria regular de gestão financeira e, quando necessário, de reforço das capacidades dos bolseiros do RSIF em Moçambique.

O icipe pretende contratar os serviços de um consultor individual para prestar serviços de gestão financeira para até 15 projectos de Bolsas de Investigação e Inovação em Moçambique. Os critérios da lista restrita são:

• Experiência relevante demonstrável na compreensão dos ciclos de planificação e gestão de projectos, incluindo processos de planificação e desenvolvimento orçamental. A

Chama-se a atenção dos Consultores interessados para a Secção III, parágrafos 3.14, 3.16, e 3.17 do "Regulamentos de Aquisição para Mutuários de IPF" do Banco Mundial de Julho de 2016 ("Procurement Regulations"), que estabelece a política do Banco Mundial em matéria de conflito de interesses.
