Ms Caroline Oshuru Oyula

As the icipe Chief Legal Officer, Ms Oyula’s role is to protect the Centre’s legal interests, while ensuring proper interpretation, application and formal compliance of laws, rules, regulations and all agreements entered into by icipe. This task includes assisting in the development of organisational policies. It also extends to the drafting and reviewing of contracts and agreements creating research partnerships and collaborations between icipe and other institutions, and those that facilitate provision of goods and services.

She also ensures icipe’s compliance with the Centre’s Governing Charter by providing legal advice to the Centre’s Management and staff on all matters with legal issues. Further, she manages icipe’s intellectual property and ensure that titles to the Centre’s properties are secure.

Ms Oyula also serves as the Secretary to the Governing Council (GC) where she advises on governance issues and provides  secretarial services and support to the Centre’s Director General, and to the GC Chairman and members, on the planning, coordinating and scheduling of the annual general meetings, executive board meetings, and committee meetings.  

An accomplished legal practitioner with exeprience in the public sector and civil society, Ms Oyula holds an MBA, Bachelor of Laws (LLB), a BA in Economics, Political Science and History, and a Postgraduate Diploma in Law and Accounting. She is also a Certified Public Secretary (CPS),  a Certified Compliance Practitioner (CCP™), a Member of the Chartered Institute of Arbitrators (MCIArb) and an Internal Quality Auditor for ISO-Certification Process.
